Galactic, thermal & terrestrial events can only be experienced. Only one with ulterior motivations can claim remediation of natural events IMO.
I can see both the RR and the highway needing significant relocation. When "Mother Nature's" elephant runs your way you move.
Noting the military train says this is an important route.
Bottom line is all of these routes, railroad, road, pipeline and communication need to cross over the fault in this general area. It's just a matter of how they all deal with it.
Geologically speaking, it is actually a good thing that there is this "slow" movement. It means that the pressure is being relieved. The alternative is "fast" movement, AKA earthquake! The western side of the fault wants to move north, while the eastern side stays mostly stable.

The movement of this hot spring is not related, at least directly, to the movement of tectonic plates. Rather, it is the result of the movement of groundwater and CO2.
