I've been eyeing Lionel's sand tower for a while.  I am aware, however, that it looks more typical for a diesel facility, and my fleet is mostly steam, so I'm wondering when did this type of sanding tower first appear?  How difficult would it be to sand a steam locomotive with this type?

Can you add a photo of what you are talking about? Steam locomotive terminals had sand towers way back prior to the 1930s.

I did, but I figured I'd ask about this one as I was curious anyway.  I'm looking at a track plan for a 4x8 O scale steam engine terminal, and it features Lionel's sanding tower (or one just like it), while at the same time stating that it's set in the 1950s.
