I nearly always build on what I call a "pallet," complete the building/scene, etc., and only then transfer it to the layout. It just makes sense most times.
This is my latest project, the double quonset boat builders made from two Menard's Moe's garage, about half done.

I too like to build a scene and then place it on the layout.
I did that with my first tunnel and hobo village scenes.
Also did my farm "pop-Out" same way.
Much easier on the workbench, instead of leaning over the layout.
Whatever works.....right !!
