smoke unit

I have a mth dash 9 with ps2 3v the smoke unit runs but doesnt smoke .. With the shell off i tested the board with a volt meter where the resisters are and it says .7 volts i assume this isnt normal any idea what it is? .. I have tested it right out of the plug on the board and its the same....The motor runs the elements are not getting hot ..

It is pulsed power so the reading may be correct.  One I recently read was only 1.9V.  What does the resistance measure between the elements?  Should be 8 ohms.  If the fan is running correctly and blowing out the stack, I would inspect the wick to see if it is hard/burned.  Most times you just need to repacking the wick, if the fan works fine to restore smoke.  G
