Yes quite common, on some of my TMCC steamers if I push 8 a few times consecutively, I can get it it turn off, but not always.

If it has a smoke regulator, it has three smoke volume steps and takes three presses to step all the way down to off.

I don't think you have to press 3 times. The L, M, H momentum setting for the TMCC ACREG are one push buttons. You can go from L to H by just pressing H.
I think it is neat Rick found that several cycles can turn smoke fan off, but that has to be when the fan is run from the Regulator. Some engines have the fan wired with AC input all the time. So they can't turn off. I think that was just some early models though. G
TAS smoke generators had a thermistor to inhibit burnout due to low fluid level. Sometime the fiber wadding in the smoke generator needs to be repositioned.

Okay, but can I be assured the resister is off if the smoke switch under the engine is in the off position?
Since the motor is running, if the resistor was being heated, smoke would be coming out. If you have no smoke, you can be pretty sure that there is no heat.
