Sound problem with AC6000 dummy

I am having a sound issue with my 28305 CSX AC6000 non powered engine. I am using a Legacy 1L unit to control the engine. As I am increasing the throttle the sounds increase until I get to a certain point and then they decrease substantially and stay low no matter how high I increase the throttle. I have tried the engine reset but it does not seem to help. Any ideas on how to troubleshoot this problem?
