I purchased several locomotives from an estate sale recently. They are in their original foam but they are missing the soft packing material that wraps around them. Does anyone know what this material is called and where I could get some new?

The thin spongy material is expanded polyethylene foam.
Although there are other possible sources, potentially less expensive without the MTH logo, you might start with this:

I got a small bag off eBay. Cuts readily with a cardboard knife. Use pieces from your other engines as templates, and save yourself some aggravation trying to measure the different sizes.

Amazon has the following for the foam wrap, 1/16" thick, perforated for tear-off every 12":
Expanded Polyethylene (EP) Foam Wrap, Roll 320' x 12 Wide 1/16 Thick Cushion, White | Amazon.com
This link is for a roll that's 12" wide. A 320' roll is quite large though. JoAnn may also sell this sort of thing by the yard but I couldn't find it by searching.
