Southern Pacific TMCC RS-11

Good afternoon all, I am searching for advice as to how to proceed in getting my RS-11 running again. When I power up the transformer ( CW-80) for conventional or TMCC operation, the only thing that happens is the lights come on within the engine. It does not run. I have tried resetting, reprogramming and it still does not run. Thanks for reading.
