Hopefully somebody can shed some light on this bizarre behavior.  I received a new SP GS2 last Xmas and it worked perfectly when I put it away for the season.  when I set up my holiday layout this year the other Legacy engines work fine but the SP has improper speed on the first 22 speed steps.  I jumps forward quickly on the first step and moves faster until step 23 where it slows down dramatically and resumes what seems to be the proper normal speeds through the rest of the range.  The chuff is also not timed correctly on the first steps, it's much slower than it should be, only chuffing about 1/4 of what it should.  Chuff is timed correctly on all speeds above 22.  Tried resetting the loco, changing it do a different address, resetting the Cab2, put a battery in the tender, cleaned the flywheel sensor and I am at wits end.  The loco operates normally on all the steps above 22 and when you stop the engine, it decelerates nicely than surges faster just before it stops.  All of the lights and other sounds work normal.  Thanks for any insight you can provide.

I had a legacy diesel that ran erratically similar to what you are describing.It turned out the flywheel was slipping.

 

Check that the flywheel is tight on the motor shaft, the set screw may have come loose. These are either a tiny flat head or allen key.

 

The flywheel slows down beacause its slipping and the oddyssey over compensates as it reads the encoder resulting in the surging.

 

It may be running better at step 22 because the flwheel may finally be "catching up" with the motor rotation as the shaft spins inside it.

 

I thought these still had "cherry switches" triggering the chuff, however there is not one listed on Lionels parts site.

 

If the chuff comes from the encoder, a slipping flywheel also explains why the chuff is too slow initially.
