Spray or Brush on glue for grass mats on foam

I was hoping that some of you knowlegable model train experts could give me some suggestions of what kind of glue I can use to attach grass mats to the pink foam. It doesn't matter if it is spray or brush on. I am making a new toy train layout and this is much more cost effective for me than sprinkling ground cover on wet paint. Any suggestions would be great.
