Static Sound from Lionel 2-8-0 #6-1135

Hi Folks,

I posted about this on the TMCC forum but did not get a response, so I thought I'd try here...

My Lionel B&O 2-8-0 #6-1135 has a lot of static coming out when the sounds are activated. I just replaced the Railsounds board from Lionel and the static is still there, including a pulsing sound when the loco is in reverse. ???

How can I fix this?
Is the speaker bad?

Any suggestions for a good repair shop in the NYC area to check the loco out?
