That is correct; counterweights are applied as a flat piece of styrene or brass glued to the face of the spokes. This way, only one injection mould is required for the several different versions of wheel, helping keep cost down. It is normal to see the correct-shaped counterweights provided as part of brass etches for complete kits. Some kit builders will fill the space behind the counterweights with putty, although once painted, it is very difficult to see that they are hollow between the spokes.
I think I have gone about as far as I can go until I get over to see the prototype and get some detail photos. Most everything online seems to have been taken a few hundred feet away. Its runs, sort of. You can see it turns with under 2v applied but could still be smoother.

Pete has turned a pile of crap into a masterpiece, …….this is why he has the green jacket of the masters,,…..I would’ve punted that thing clear to the moon by now!…that model had some horrid parts that it came with!….man has the patience of Jobe!…..nice work buddy!!..
