Strasburg 475 was originally a Norfolk and Western class 'M' with an unusual 4-8-0 wheel arrangement. Sunset 3rd Rail did offer a brass model of these several years back. But I'm sure they didn't make many so it would be a rare find in the secondhand market. Lionel has made representative models of the other Strasburg locos, so I would never say "never."
You posted in the "Traditional Toy Trains" forum. What is your minimum curve diameter? If you don't need an exact scale model, you could create a custom loco that captures the "spirit" of Strasburg 475 by starting with Lionel's Harriman 2-8-0 for example. You would have to repaint it and change some detail parts to make it look more like the Strasburg loco.
The Harriman 2-8-0 is the first one I thought of. Perhaps Forumites will offer other suggestions of a loco that could be converted to look like Strasburg 475. Good luck in your quest!
