Has anyone other than the brass manufacturers ever made a summer trolley in O gauge? I've seen them in brass and LGB did one in G gauge a few years ago but I've never seen one in O gauge.

David O King produced a couple of summer trolley models. They are somewhat rare and don't come up for sale very often. I don't think there are many other options for mass produced product.
I don't know of any but you might want to try searching for a 'breezer.'
I would be interested in one if anybody made one. A possible hope for the future could be Bachmann. They have started making items in multiple scales. In HO and N scales they are making open sided "Hello Dolley" type passenger cars. These are the same as used at Disney Parks on thier trains. This type of car seems a good start for a kit bash....if they were ever made.

Passenger cars with open sides in O would also be great. You could use a shay to pull them just like some of the tourist railroads.
Bachmann had a G version as well as LGB - actually looked better too.
