Perhaps other hobbyists have invented an effective "fix" for this ... the center rail of O-gauge Superstreets is sometimes placed slightly TOO LOW in the plastic roadway, so the roller pick-up of a trolley or vehicle cannot make contact with it. The trolley or vehicle stops. Suggestions welcome ...

You can take an Exacto knife and trim the plastic in the roadway low enough to make contact with the center rail, or try to sand the plastic down a little. I trimmed up some 10 inch straights, removed the plastic in the groove at the ends of the 10 inch straight, before I found out that you could buy 2.5 inch straight curve to straight conversion tracks.

Mike, it this an issue with K-line Superstreets or with WBB EZ Streets?  I haven't had a similar issue with SS, but I am wondering if WBB is using a shorter third rail.  The molds should be/are the same.  If it's just an intermittent problem I would return the pieces and get new ones as they are still in production, assuming it's intermittent and not a running change that's causing it.
