Just wondering how much I should pay for this lamp, I have no idea what it is worth? It appears to be freshly painted and new, no signs of being used or out in the weather. It is converted into a electrical table lamp. A spot welded tag as ICCR, on the top is raised letters HANDLAN---ST.LOUIS USA

I guess that explains why it looks new. So is fifty dollars to much? I really don't know, I don't buy much of anything. Spartan lifestyle here. This would be the third lamp in this house.

One rule is, if it weights a ton, it may be genuine. I have a few real ones, and they're heavy duty, like all real RR marker lights and lanterns. You can hit them with a hammer, and you won't get much of a dent, if any! If it's relatively light (inexpensive thinner metal), it's a repro, I'd think. This looks like a repro, because of the look of the metal, and the fresh finish; no doubt it was made as a decorative piece, as noted by others above. But that's OK. It looks nice, and representative of the real thing -$50 seems very reasonable.
