Looks like a stone passenger or freight station with repair or addition work being done.
Mark, what day are you planning on releasing it?
My guess:
Two MSA (Menardsville Security Agency) agents disguised as construction workers about to rummage thru luggage looking for contraband N and Z gauge items at the local freight station. Of course Jack the German Shepherd with be there as well to sniff out those illegally undersized train items!

If it is a brewery, I would think Sprechers would be a the brewery, made in Wisconsin. Also Sprechers is sold at various Menards.

Nice, and nice size for many layouts. The larger station is one of my top four favorite structures. The other three: Red Owl Store, Morton Salt, Power Plant.

Nice building. It could be made into several different stores. Such as a General Store, a Bakery or a Antique Store.
