Lew,  I'm not sure that was an ICC regulation.  Per diem rules are the incentive to get foreign cars off a railroad.  The local freight agent would accept loaded cars going over or towards the owning railroad.  Assigned boxcars were an exception.  Automobile manufacturers reached an agreement with the railroads that loaded cars could move in any direction.  The pool of cars assigned to an assembly plant was negotiated each year.   John in Lansing, ILL

Regarding the photo of the semi-trailer parked on the tracks...

TRUE STORY...my brother-in-law's son actually did just that on the first day on the job after completing commercial driver's license school...he was fired at once...thankfully there was not an accident...no trucking company would hire him afterwards...wonder why?...

Lionel 9700 bc; PW trucks; my paint/decals/weathering. The car was done a long time ago - before I went mostly 1:48 (and before a lot of 1:48 was around). Photo is recent-ish - custom Dodge Airflow dump truck with scratch styrene dump body is by a friend and styrene master. He still regrets selling it to me.
