Can you ever swap 5v ps2 tender with another of same specs to sound tests?

Define same spec? Yes if the exact same type. Otherwise you need to confirm what you have. MTH had many steam wiring variations on the 5V system. Board in engine, board in tender, Mux, no mux, etc... Even battery in engine versus battery in tender. So you run the risk of damage.
Testing speaker is easy, after that a little harder with out test set to determine if bad harness or bad audio amp. G
I agree with George, unless you are SURE of exactly what you have, it's a risky idea.
Not gonna do it. Wouldn't be prudent.
