In England, a number of cities have free-standing ferris wheels, not a part of a carnival or fair. The Eye of London and Eye of York are two examples. Thanks to my brother Chuck's great birthday gift, here is The Eye of Cockeysville.

JerryG: It is a "Mr. Christmas" Gold Label Collection piece. Base footprint is 10.5 x 5 inches. My brother got it in San Francisco, not sure what store. I have seen them on "the auction site who's name cannot be mentioned here."
Lights can be in the light show, as shown, or be on steadily. Also plays 50 songs, 25 all-purpose songs and 25 Christmas songs. Sound can be muted.

Thanks B&O. Checked it out. Can't find quite the same one that you have. Dimensions are critical on the layout. I really like the speed of the carousel that you show. Also worry about product reliability and it doesn't mention the type of adapter or if you can just plug in to AC. I have no hurry on this, been considering for months. Lots of bad reviews on these things, but, yours looks real good.
