You need a TMCC base and a special cable(MTH 50-1032). You should watch Eric Siegel's videos on it at this link: Legacy/DCS

You don't "need" the module at all. It just makes it easier to enter the loco data into the controller. But, without a Legacy controller, it is entirely useless.
