Are they worth more unscratched to collectors? I got some baseball coins in the packages, that if they have _______ on the other side you win tickets, but I never opened the package because I thought it was kinda cool that they were in that condition! Heck, I'd buy on of those tickets because its Lionel and frame it as a curiosity.

For me they would be a lot cooler, "winners" so to speak if I knew they were all losers..

My guess is that they are probably worthless if scratched, but they might sell for a couple of bucks each to a collector if they are NOT scratched.

That is what I would do. They would make for a very cool and unique train room decoration. I'd probably separate them and frame each one individually, but you could also separate them into two groups of three and frame them that way, or place the two groups of three side-by-side in a single frame. In any case, I would NOT scratch them (it is not like you could cash them in, anyway, and who would really want to know if they missed out on cashing in on a winning ticket?).

They look to be sequentially numbered - I would not tear them apart. They may become collectible over time (like most stuff). If you're going to frame them anyway and hang on the wall, suggest keeping them contiguous. Maybe even sandwich them in glass so you can read both sides if you want to show them off.
