In prewar tinplate, Lionel did some windups (most famously Mickey & Minnie Mouse, Donald Duck & Pluto, and the Easter Bunny). Postwar, Lionel & AmFlyer both had handcars, and they and Industrial Rail have done them in the modern era as well. Pride Lines did repros of the prewar.
Bing and Karl Bub also made gauge 0 clockwork handcars.

Thanks all, I know of the mickey mouse and other wind up. I should have mentioned that I am looking for an electric that isn't based on cartoon character but instead has people.

Hi Sam. Marx did make an electric handcar for O Gauge track back in the 1960s. I still see them at many train shows & they're not hard to find at all. They are usually around $30-$40.00 in price & made of plastic with a metal chassis & not tinplate. Maybe someone will make a electric version in tinplate someday?
Thanks Keith, I'll look into that. The reason I'm asking is my son really like this hand car I have when I run it on the layout. I wanted to make a short little loop which is no problem but I'd like it to look like it belongs on my tinplate layout.

It was a wind-up, but there was one (O gauge) with railroad workers offered in the late 90's or early 2000's. This might be the same as what Steve referenced, I forget the manufacturer name. (I believe it came in a tin hinged box with a cardboard sleeve around the box, my records indicate I bought one from someone on eb@y for around $20 in early 2001)
Popi, Sam's specifically looking for ones that are made from pressed tin, most of the links you provided were for the traditional recent issue Lionel ones made from plastic. A slightly different item.

Take a peek at these. I wonder how hard it would be to stuff a K-Line or Industrial Rail power chassis in one.

Seems I was thinking of the same items as Steve.
The Lionel 100th Anniversary one that appears a few times (at least as of 2/3/13 around 10 AM EST) in the link he provided is the one I was referring to.

The GMC Mac handcar pops up on eBay fairly regularly, but is probably not the best option for a child. I think later versions had a conventional motor, which may be more suitable.
For now I might just run the MTH until I find something that works better on the layout. I just ordered a Lionel G scale Thomas the Tank engine for my son so I'm sure he's going to find that more interesting then my tinplate
