Like George says, it usually means it's a goner! I've never been able to rescue one that had that symptom.
I have, seems like I am seeing more of them. Got one on bench now. G

Is it a bad eeprom? Back in the day that was the only way to indicate software load failure for many embedded products, start blinking a led or something.
It is the memory chip. Pain in the you know what to remove and install, and an obsolete chip. But they can be found and installed. G
I always appreciated those nice lab tech ladies who would do that kind of work for us, hunched over a microscope with a soldering iron.
Yep, back when I was still working, I'd just take the board out to one of the rework stations and hand it to the tech with the part, a few minutes later I had it all fixed.
On the bottom of the TIU there is a sticker. If no sticker, it’s likely a “G”.
Thanks for checking me GRJ. Meant to say “sticker with a revision on it”.
The "G" has an FCC sticker but no rev sticker.
