I am adding TMCC to my all DCS layout. Do I need to rwire wire from the TMCC Command Base to each black wire of the TIU?

No, all you need is to connect your TMCC wire to the TIU Fixed 1 output ground terminal or the outside rail.
That's what I did and it works great.

If you have MTH terminal blocks I would connect each black terminal to the TMCC base. This is especially true where you are using insulated rails for non-derailing or signals.
All of your commons from the output side of the TIU for channels in use, and your accessory transformers and anything else making power should be tied together. That is the place to connect the TMCC base.
