The Cab1 will operate TMCC and Legacy (including Vision Line). However, you will not be able to access some of the Legacy features, most notably Quilling Whistle. For access to all the Legacy features, you would need a Cab1-L, a Cab2, or the upcoming Cab3 plus a smartphone.

Actually, for all the Legacy features, you need the Legacy base or BASE3. Stuff like the train brake, etc. is not available on the CAB1L.
