Can a tmcc steam engine run in conventional mode under the Christmas tree. Just have an 80 watt transformer and old tubular track. And will it run slow ?? do I run it on program...Or off program Thanks

As long as the locomotive does not receive a TMCC signal.
You run it with the Program Run switch on the engine in Run position. As NS Trainman says make sure the engine is not receiving the TMCC signal.
If you have a TMCC base in operation it would be best to make sure the TMCC base is not powered up even if you do not have the TMCC base connected to the track under the tree. Long story here.
Then assuming your 80 watt transformer has variable voltage just run the engine with the transformer.
