What type of engine is it? Are you running it in conventional or command? If command, press engine then set it should take care of it. If that didn't work look at your manual and do a reset on your engine.

First try cleaning the track. That has always cured my issues with low TMCC signal.
If it blinks anywhere on the track, I'd be looking at the antenna connection inside the engine.
The blinking headlight can indicate a weak TMCC signal or, worse, a radio board that
has given up. I have experienced both (have you moved your Command Base to an
ungrounded plug? Been there, done that, back in the day.)
The "radio board" (R2LC? Never can remember that acronym) receives the signal; can
fail (had one do it years ago) - usually doesn't. Most are available from Lionel; pull-out/plug-in fix. It'll take you longer to open the loco up than to fix it. $50 or so.

Darn, I was hoping I'd be the first to say that
I'm sure that's all the problem is.
That would only apply if he hasn't restarted it. It won't remember that it's setting the stall, and anything with cruise control won't have this capability.
I have a buddy who has just purchased the Cab1L and has been using the "set" button after pushing the momentum button of choice. Headlights are now blinking on two engines. If I understand correctly, doing the factory reset outlined in each locomotive's instruction book so cure this?
