WELL I FINALLY FOUND CHERRY SWITCH WHICH I BELIEVE IS CAUSE FOR LACK OF CHUFFING, TRIED SPRAYING WITH CONTACT CLEANER [NO LUCK]BACK TO DRAWING BOARD. SHUCKS, TMCC CHUFFLESS IN DETROIT.

It could still be the switch as they are deleicate and can break. Did you try just jumping the 2 terminals where the wires are attached for a second and seeing if there is a chuff? This happened to a locomotive I bought at a train show. I got a new switch from Lionel and it worked. But I tested it first by jumping the terminals(replicating just like when the switch opens and closes).
