Several years ago TrainAmerica Studios (TAS) offered such an upgrade for the first run Atlas SW8’s. It was not a kit; the entire chassis had to be sent to them for rebuilding. It was also expensive, although I did it for my GN unit. 

Your best bet is to look for a used TAS chassis, or possibly a used Atlas TMCC switcher you can swap shells with. 

The toughest part of your project is the speaker in the fuel tank.   The electronics pictured was the TAS (Train America Studios) TMCC installed until Atlas began using ERR electronics.   Both the SW and the electronics were used.  Addition parts, the speaker, speaker screen, and electro-couplers were from Atlas.  I also changed all the lights to 18 volt.
