I bought a NEW Northfolk & Western Mallet 2200 this year that has never been out of its carton but, 15 years old. Ive run it for about an hour and its chewed up 2 traction tires so far. Tires come off and get tangled in the rods. Is it possiable that the tires have become hard in 15 years? Or do you guys think that there maybe something wrong with my Mallet?

Probably just bad tires. They do go bad if they're around long enough.
I suggest making sure both sets of drivers are running at about same speed.
If they're not, he has a driveshaft issue, most likely it's just the tires.
Some old tires crack and break....others expand and get loose.....I just installed two new ones on a mint Williams PRR Pacific brass loco.
I have an old MTH pacific from 1989 or so. the traction tire stretched out and failed. There are replacement tires included in the box. Do you think they are still good or will they be too old to use?

I purchased a supply of MTH traction tires more than ten years ago and have kept them in a plastic bag in a box. I installed one yesterday. It looked new, as did the others in the bag, and worked properly.
MELGAR
I have been, over the last year, pulling trains out of storage (both Lionel and MTH), lubing them and running them. Some have a lot of time on them, some do not. ALL of them needed to have the traction tires replaced.
Even if the tires looked fine, they stretched and fell off after a short time.
My experience with new traction tires that have been in storage (in their factory bags, in a plastic box) is exactly the same as MELGAR's-they look like new and work properly.
By chance does anyone have the part number for the traction tires for my JLC Norfolk & Western 2200 “28085”?
I am not finding the exploded view drawing that has the part numbers and I have tried to call Lionel parts, always on hold, I then give them my number so they call me, haven’t heard from them.
