Photos and engine ID would help.
Did it come with an instruction sheet?
They are vulcanized on, like postwar and prewar American Flyer.
They were not meant to be replaceable.
Not much help, I know. 
Thanks guys, it might have come with an instruction sheet 60 or 70 years ago, but I think it has been lost. The tires had to have been put on before the motors were ever assembled which makes sense with what royboy says. I have been trying to sell it without much luck and I thought adding traction tires might help. Now it is probably not worth the effort.
