probably the remnant of ex-PRR Atlantic division rails that ran down the length of the Delmarva peninsula, to a car float operation at the cape.
Newer equipment appears a local shortline.
Equipment of the Bay Coast Railroad. They stopped operation in May of this year and the trackage you saw in Cape Charles will be abandoned.
Guess that equipment is stranded there indefinitely
I didn't realize they shut down. Only saw a loco operating once there a few year back along I think Rt 13.
I visited Cape Charles 2 years ago and was surprised to find the car float operation. Picture from google maps. There is also a nice museum in an old power plant building nearby that includes models of the car float operation through history. The PRR eastern shore lines carried a lot of freight from the south to NYC via the car floats from Norfolk to Cape Charles.
