Hello, I put a new power cord on this type R and as soon as you plug it in, the short circuit light glows dim. All the fixed voltages are correct and both throttle voltages are correct also. Someone has been in it before because the resistor with the tap in the center is soldered at both ends to the circuit breakers. The center tap also looks to have been soldered. If I unsolder one end of the resistor it goes out. Any one also encounter this.

  Lionel used a mixture of line drawings in some things instead of schematics, the former being a bit more difficult to figure out what is what.  Note that the voltages, fixed and variable,  at each terminal are printed on the front panel, maybe you can find what is lighting that overcurrent lamp with a bit of troubleshooting with a voltmeter.  With previous work done it as you mention, probably something is hooked up incorrectly.
