I am building a modest layout, 4x9 with a 4x3 siding.  I'll have a mainline outer loop with an inner figure eight for reversing and an inner siding. I would like to be able to ensure I can run my older Weaver Gold Line with, I believe, QSI sound.  Right now I have an old Lionel 75w transformer with no bell or horn function.  I'm not sure this layout would have room for two trains, but being set up for two trains would be very nice.   All of my other locomotives are conventional.  I don't have accessories, but I do have Lionel O22 switches with all the lights.  I intend to add accessories in the future.  What is my best transformer choice?

I expect you to get quite the range of answers on this one.  I'll recommend a post war KW or ZW just because these are tough transformers that can be had on the cheap.  If you want a bell function you'll have to go with a modern transformer, or purchase a bell activation button. (about $20 at your LHS)  If you're only running one train, even your little 75W transformer will probably do the job, but anything in the 90+ watt range will be more than enough.  a pure sign wave transformer will run anything, but some early MTH engines don't like the chopped output on some modern transformers.  These problems can usually be solved by running lighted cars on the same track.
