Since you are trying to get out of neutral, I would place a brand new 9V battery in it, not a BCR or rechargeable one.  The instructions say you can run with a regular battery for a while, and this will eliminate any issues with low battery power.  Once it is out of direction lock you can put the BCR back in.

Having said that, I have to point out that PS-1 locomotives in direction lock don't ding or clank upon startup, they just start playing sounds.  So that would tell me that your engine is in reset like it should be, and not locked in neutral.  If pushing the direction button doesn't make it go forward then you don't have enough voltage to the track.  You have to be between 10-12 volts for the reverse unit to engage and put the locomotive in forward, otherwise you'll just get the two dings again if under and clanks if you are over.
