I would think it's home-made, possibly quite old. Or maybe just the glass roof is custom made?
If someone has an artist in the family who works with glass and metal, this could be inspiration for creating a unique item for a layout.
The detailing on the metal work seemed more likely to be a manufactured item, like Bing perhaps? but I have never seen anything like it.

I'd vote for scratchbuilt. It's well made but it doesn't have the uniformity of a production item. For example, look at the rivet detail on the end of the base - they are not uniform with respect to spacing or location particularly on the vertical pieces.
A well done ( good enough to wonder about) scratch building job is my vote as well.

I do a little stain glass, and the bevels look extemely clean, and also
the brass work, is well cleaned as well, the base dont have a clue, but
the stained glass bevel work, although they cost about , 10-17 dollars new
a piece, but the pricing is one's opinion, which, you will find to be different.
Good conversation piece !
