How do you know that any of the "other steam organizations" haven't already been in discussions with the FRA, and thus have asked for a "waiver"? Besides, I believe it would be up to each individual railroad as to whether THEY wanted to waive use of PTC on any visiting steam locomotives or historic diesels.

Also the rear set of drivers are now under the boiler of 4014

I believe only the front engine with its drivers , has been reinstalled under 4014. The rear drivers must be reinstalled one pair at a time using the in-floor drop-table.

 

Waivers make sense when you own the railroad and the locomotives as Union Pacific does, but no other railroad is required to accept or permit your equipment.

This means that any mainline steam operator outside of a Class 1 would be ill-advised to base their business plan on the hope that any host railroad already sinking billions into PTC would permit the liability of a non-compliant engine.

Any steam operator could make the same case for getting a waiver - but it doesn’t mean a host railroad will readily and happily welcome your choo. 

The FRA has been engaged about waiving the more onerous mechanical implentation of PTC (the throttle/power knock down) and a waiver for custom PTC systems that still comply has already been submitted.

The FRA waiver would be only that,the right of  railroad  to not enforce PTC requirements on a steam engine..however, an FRA waiver would not require a railroad to give that waiver. When it comes to regulations, specifically federal or state regulations, the fact that they allow something doesn't mean a regulated organization has to allow it. There are for example exchange specific regulations in exchange trading where the exchange has  its own rules that the federal government doesn't require in securities regulations. 

Put it this way, the FRA allows steam engines to be used on commercial railroad right of way, but doesn't require a railroad to allow it.
