I would not wast the time or money to go from PS2 to PS3. You will see no difference.
Replace it with a PS3/2 board if the PS2 is damaged. This might be a tough fit in the Shay tender but you can use all of the existing wiring.
I have always used diesel kits going from protosound to PS2.
One final thought: Shays are an extremely difficult upgrade if you have never done one.

I agree with Dave, I can't imagine why you'd want to waste the money if it's currently running.
BCR it or make a capacitor if you don't like the battery part.

For the Shay, if it already is PS-2 you can just do a PS-32 repair upgrade with PS-32 board, and new 4 ohm speaker. Remove battery. Retain all the rest. Since PS-3 Steam upgrade is not a true PS-3, just a PS-32 set up with bulbs. No worth it just to do it. You can get quillable whistle, but everything else is really the same. IF the engine died, the repair can be done, I have done it. G
Is the PS32 board a tight fit into the Shay? It looks like it might be.
sorry all, 20-3023-1 4 truck shay Premier Proto1. I would need the steam Kit for it. but I heard the harness is way different because its the stub, and its a seperate part?

dave, I did not get into the shay yet. its PS1. where do you get the harness for this thing? I have upgraded steam and diesel before, but I heard of that short harness was an issue.
The tender looks plenty big for the boards to me.
You may have to do a little tweaking of the harness and use a straight harness or even direct wire it, but I don't see any major issues.

PITA running wires up the engine cab to the smoke unit and lights. Really need to be careful of pinched wires. G
Wire management is key. 
I have the same model and upgraded it from PS1 ro PS2 several years ago. If I recall, it required some surgery, i.e. Dremel tool, to make the tether recepticle fit.
One of the more challenging upgrades I've performed, but well worth it.
I probably pulled the smoke PCB off when modifying smoke to PS-2. Also customized both engine and tender harness. You can run the angled plug, or go to straight. Do not think I had any grinding to do. G

I had my W.V.P&P shay upgraded to P3 it was a job you have plenty of room to do it and it turned out great if I get my hands on another one I will do it again just change the road number good luck

For PS2 the diesel kit was the way to go.
How? No tether? If board is in tender how do you run wires to the engine for functions? You can't fit a PS2 into a Shay engine. G

No tether. The Loco and tender do not need to come apart. Just run the wires with a sleeve. Looks great and you have better control by not using a CV board.
