I was about to reply in impatient terms that they did and I have one but I was thinking of another version. On checking the 2014 Signature Catalog the answer is no - reason(s) not were explained at the time on this forum and elsewhere but I can't recall them!

You mean "road NUMBER", right?
No "4023" since the real 4023 was from the second order of five 4000s (4020 thru 4024) and it looks different, especially in the front. Lionel chose to offer the "as delivered" version of the first twenty 4000 class locomotives (4000 thru 4019), even though all the saved 4000s do NOT look like the "as delivered" versions today.
