What is it
I looks like a air deflector for double stact trains. I suspect it cuts down on wind resistance. Semi trucks have been installing similar devices to improve fuel mileage.
It makes sense to me.

Specialized shipping container??? Looks pretty easy to make one.....I can see the body some fine grain poplar and the rest plastic sheet and shapes. Different anyway!
Gee, at first I thought you meant the 53' container and the car it was riding in.
It's the recently introduced UP 'ArroWedge' aerodynamic container. These are modified empty 48' containers intended to be used on the top of a leading double-stack car. They are used to reduce drag, and to save locomotive fuel.
