He must have had stock in the company that make placards. We replaced them if they were missing, not dirty. My FRA inspector was adamant about that, and they better have the correct commodity number on them! Also that small valve does not dump the air out of the car, it's the retainer valve. The cut out valve is attached to the back of the brake valve. Doug
