I think it's supposed to represent the head of a cow over the ear of corn.

It is most likely a distorted simplification of the graphic of a bull.
Somebody would have to find a link to photos of the real cars.

Inspirational thoughts, the google search did not find a real car but an HO image shows it is supposed to be a cow's head on top of an ear of corn.

Corn fed beef. The cows only get fed corn (not grass pasture fed) before they get made into steaks and burgers.
That MTH or LIONEL car certainly had oversimplified graphics for the pad printer.

LCCA came out with that car many years ago. Not one of their better offerings.
Not sure what that logo is in the first photo, but whatever it is it looks like it's been stepped on.
IBP was a major beef meatpacking plant company in the Midwest. The logo is of a cow's head over an ear of corn on top of the state of Iowa. This company was an interesting player in the evolution of meat packing in this country.
