Just a thought. They could be some kind of lifting crane. The picture looks like some kind of a possible flood control structure...............Paul
If is over a train track, then it may be a lift bridge.
sorry, I can't recall the exact town, but it is Rhode Island, perhaps near Newport, the river from the ocean to the various city ports and the original rail bridge from the mainland.
The harbor master's station was to the left towards the ocean, the city to the right.
They are lift mechanisms for the railway bridge to permit steam ships with tall stacks to pass.
A forum member modeled the area and the thread had me looking at all of the historical photos and how it looks today.

I got the pic from a documentary on coal in West Virginia
LOL It sure looks like the same deal as R.I. . Which river is it on? Could be the same type of lift bridge for steamships.
