I believe it's factory installed as the grab iron is forward of the installation.

Note the inductive pick-up "shoe" mounted on the right number one journal box. Thus, I would have to assume that the device on the Engineer's side of the low short hood could have something to do with the NYC automatic train stop system.

Maybe you could modify a steam locomotive Pyle-National Dynamo.
BTW.. Pictured in the manual is RS-3 #8322 (Class DRSP-6g)... Here's a similar RS-3, with the ATS Motor-Generator.
