Ok, The new module is 1.6 for cab 2 and cab 2 base....Lionel does not sell this set, however it can be down loaded on the black modules, if you know how.... If not, possibly Charles Ro or Mr. Muffin's Trains has them....They will work better for the newer passenger cars with StationSounds....Merry Christmas

Does one need 1 or 2 modules for upgrade? (1 for handheld/1 for base).

You upgrade them one at a time, so you're fine with one module.

Because if you're not making the modules, then you need 2. One with the Cab2 software and one with the Base.
If you make them you write a Cab module, upgrade...then use the same module to make a base module and upgrade.

nothing that I am aware of.
Buy them two at a time and make life easy. Yes you can do one load it the re write it to another. With two you will be able to load any base and remote. I always have a pair in my pocket for York and better train shows. Someone will be thankful you have these to help out. Remember, when a newer code is available, you can re write what you have. You only need to buy them one time.
