Wondering what is the best size for chain tie downs for flat cars and where to get it. I looked on line and wonder if the 15 links per inch is good or should it be more or less.

Walmart has nice looking chains in their hobby and craft section

15 links per inch translates into a little over 3 scale inches per link. Which probably isn't too bad for flatcar loads. If you can find somewhere around 24 links per inch, or 2 scale inches per link, that might look good on flatbed trucks and trailers. 
Let your eye be the judge. I was able to get a 10ft roll of chain at AC Moore form the bead / costume jewelry section. 12 tp 15 links per inch should be ok
Take your little scale figure with you when you shop and see how it looks in his hand, then imagine him picking it up. Most O scalers use way to big of chain. Be nice to get it brown also.
