I have some older post-war cars that have what appears to be black rubberized crud on the part of the wheels that rest on the track. I assume this needs to be scraped off and cleaned, but just to make sure, I assume that this isn't some type of coating that Lionel placed on those older cars circa 1949. Thanks.

This is probably hardened grease and dirt from years of running on dirty track, I have seen it a lot. You can scrape it off with a small flat blade screwdriver or knife. Finish cleaning with alcohol. Don't think there was any coating in those days.

Not probably. It definitely is crud. Very common. Not much scraping is necessary. The tip of a small slot-head, thin-bladed screwdriver will work well. Avoid using a knife, if possible. Like Bill, I also use alcohol for final cleanup. I prefer denatured alcohol instead of isopropyl alcohol. I also use it to clean the track.
