Will need more specifics to answer this question. If it's about putting the gear on the back of a Lionel die cast tinplate wheel, it's important to get a small flat file and go over the flat parts of the die cast surface that the gear sits on. Sometimes you have to file gently around the bosses in order to get a good fit. Test fit the gear until you can press it flat with your fingers. I've found that if there is any extra material on the wheel, the gear will not go flat. I do this everything before I clinch the gear onto the wheel.
