This for all who know. What are the components that have some kind of tubing that are attached to the wheels that lead up to the cab? Thanks

First, there is NOTHING attached to the "wheels". I believe what you are seeing are the electrical conduits that attach to each journal on the powered truck of the turbine unit, which provide electric indications of wheel slip. That electrical speed "signal" compares the individual speed of each powered wheel set agains the other axles.
